My draft wording:
Fill some cells to create square or rectangular 'clouds' - each one at least two cells high and two cells wide - into the grid so that no two clouds touch each other, even diagonally. Numbers around the grid show how many cells are occupied by clouds in that row or column.

Quite imortant: Clouds must be rectangular in shape.

Less quick but done! I've also changed it to "square or rectangular" for clarity, although I recognise that squares are special-case rectangles. 
Edit: On reflection, I've also amended to use the word "cells" instead of "squares", and I think we probably ought to standardise on that usage everywhere.
